Section 9 of Karnataka Educational Institutions Rules, 1995

Provision of staff.- (1) Every recognised educational institution shall appoint only qualified teachers and other staff as specified in the recruitment rules notified by the State Government or the competent authority authorised in this behalf. (2) In case of primary schools there shall be a minimum of one teacher for every forty students or fraction thereof. (3) In case of secondary schools and higher institutions the teachers shall be appointed as per the staff pattern specified by the State Government from time to time.
